It all starts with the Position Description.
Without a complete understanding of your requirements, it is not possible to find you the right individual. Who does the position report to? What are the credentials expected such as CPA or MBA? Is an understanding of specific software programs required? What are the primary challenges the candidate will be facing?
The next issue is location. Being vague on the exact city is generally speaking a bad idea. There are cities candidates might find desirable and there are cities they would never consider. There are cities where they have previously lived and would pay their own relocation to get back there. As an example, the Midwest is a big place. There is no purpose in wasting anyone's time. As they say in Real Estate: Location, location, location.
The next issue is compensation. What is the targeted base salary? Is there a bonus? Are you offering relocation assistance? Phrases like "Market," "Depending on experience," and "Negotiable" are totally without meaning. Someone has to go first and every assignment has a relevant range for the company. Not being specific causes you to get the wrong candidates on both ends.
